A strategic thinker with a deep knowledge of the health care industry, Mallory guides hospitals, post-acute care facilities, physician groups, and other health care providers through a wide range of business, regulatory, and compliance matters to help them accomplish their goals.

Mallory educates clients on and helps them navigate issues related to:

  • Medicare and Medicaid enrollment and billing rules;
  • Compliance with fraud and abuse laws;
  • Data privacy and security, including compliance with HIPAA, the 21 Century Cures Act Information Blocking Rule, and other federal and state data privacy laws;
  • Telehealth and the adoption of new health IT;
  • Clinical research compliance and informed consent;
  • Drafting and negotiating a wide range of agreements, including with health IT companies, vendors, payers, and employed clinicians.

Mallory also devotes part of her practice to assisting clients with preparation of Certificate of Need (CON) applications and representing them in the administrative review process. She is a strong advocate for clients in their quest to secure approval of key capital projects.

Representative Matters

  • Successfully guided a client through a U.S. Department of Health and Human Services Office of Civil Rights breach investigation, resulting in closure with no penalties.
  • Negotiated an electronic health records system contract for a behavioral provider and advised on related implementation issues.
  • Represented a hospital in preparation and approval of its CON exemption filing to convert to a new $38M freestanding medical facility.

Prior to joining Gallagher, Mallory served as a law clerk to the Honorable Deborah K. Chasanow of the United States District Court for the District of Maryland. In 2023, she was recognized as both a Maryland Super Lawyers Rising Star and as an Associate to Watch in the Chambers USA 2023 Guide.

Beyond Gallagher

Mallory’s favorite pastime is spending time with family and friends. She has an appreciation for nature and enjoys hiking, a strong cup of coffee, a good book, and experiencing cuisine from around the globe.
