Public Finance
Gallagher's Public Finance group represents borrowers, credit enhancement providers, underwriters and placement agents, trustees and issuers primarily in the areas of multifamily housing, health care, and education. Our experience in serving clients in a variety of roles gives us an understanding of all facets of public finance transactions. Our representation of many nonprofit organizations including hospitals, long term care and continuing care providers, and educational institutions, provides us with a heightened sensitivity to the mission of our clients.
Gallagher represents clients in connection with fixed rate, variable rate, multi-modal, and auction rate bond issues, interest rate swaps and other derivative products, credit-enhanced bonds (with credit enhancement provided by letters of credit, bond insurance, and repurchase agreements), public issues, private placements, bank-qualified bonds, and tax increment financing and special tax district bonds.
The firm has particular experience in the structuring and closing of conduit financings for multifamily housing projects, the analysis and resolution of complex tax issues relating to such financings, and the secondary market securitization of multifamily housing bonds following their purchase.
Most recently we have assisted our clients through the market turmoil precipitated by the ratings downgrades of the monoline bond insurers, the seizing up of the credit markets and the failure of the auction rate markets, in many cases by refunding and restructuring outstanding bonds and accompanying credit enhancement.
