Biography
Larry Jenkins joined Gallagher Evelius & Jones LLP in 2004 after serving as Chief Solicitor in the Baltimore City Law Department. As Chief Solicitor, he represented the City of Baltimore Development Corporation in the development of various projects and the Department of Finance with regard to the use of Tax Increment Financing and Payment in Lieu of Taxes as economic development tools. During his career Larry has worked on many real estate development deals including residential, commercial and mixed use projects all of which involved Baltimore City as lender, seller or owner. Many of these projects are located in Baltimore's Inner Harbor area, such as the historic Power Plant, Power Plant Live, the Columbus Center and numerous City owned garages. In his non-governmental practice he has represented developers, owners and lenders in residential and mixed use projects. He also has represented lenders with regard to SBA 504 and 7A Loans. At Gallagher, Larry combines his public sector and private sector experience in representing clients in real estate development projects in Maryland and throughout the surrounding area.
